Highley Parish Council encourages all residents to review and comment on any planning application within the parish, regardless of size or location. Your representations help inform the statutory planning process carried out by Shropshire Council.

Material vs Non‑Material Considerations:
The image attached explains the difference between material and non‑material considerations. Only material considerations can be taken into account when Shropshire Council determines an application. Comments based on non‑material considerations cannot influence the outcome.

Highley Parish Council remains neutral in all planning matters and does not decide applications. We simply encourage residents to stay informed and take part in the formal consultation process when applications are open for comment.

Could you be an ICV? PCC John Campion is looking for volunteers to join his Independent Custody Visitor (ICV) scheme in Shropshire! ICVs play a key part in the justice system, making sure the rights of detainees are being maintained.

The scheme gives volunteers the opportunity to see things that members of the public don't, by going behind the scenes of police custody.

How can I get involved? To become a custody visitor, you need to be at least 18 years old and independent of the police. Serving police officers, police staff, special constables, for example, will not be considered.

Highley Parish Council and the Highley Environmental & LNRS Group were pleased to host the National Climate Emergency Briefing screening at the Severn Centre last night. The event brought together residents from Highley and beyond to learn more about the climate and nature emergency, the national picture, and the actions communities can take locally.

The screening formed part of a nationwide initiative to help communities understand the scale of environmental challenges facing the UK, including extreme weather impacts, biodiversity loss, and the pressures placed on local infrastructure and services. The briefing also highlighted the importance of evidence‑based planning, resilience, and community‑led action.

We were delighted to welcome a strong turnout, including attendees who travelled from Worcester and Ludlow, demonstrating the wider interest in these issues. A special thank you goes to Alistair, who spoke to the audience and kindly provided refreshments that were very much appreciated.

The Parish Council would also like to thank the volunteers and members of the Environmental & LNRS Group whose time, organisation, and commitment made the event possible. Community events like this rely on dedicated people working behind the scenes, and their efforts ensured a smooth and informative evening.

Highley Parish Council would like to thank all residents who attended the public planning meeting held at the Severn Centre on Tuesday 22 September. The turnout was excellent, and it was clear how strongly our community feels about the future of Highley and the importance of being properly informed.

A number of councillors were present, representing around 75% of Highley Parish Council, providing visible support and reassurance to residents throughout the evening. Councillors stepped in to answer many of the questions raised, particularly where the Boyer team were unable to provide clarity. We are proud that residents were able to see their elected representatives standing with them, offering guidance and advocating for their concerns.

While the information provided by Boyer was limited, the meeting reinforced the value of strong local representation and the importance of residents continuing to engage with the planning process. Highley Parish Council will ensure that accurate information is shared as soon as formal planning documents are submitted, and we will continue to support parishioners in understanding how to make effective, valid planning comments.

Thank you again to everyone who attended and contributed. Your voices matter, and your council remains committed to standing alongside you throughout this process.
